Sweden Intra-Company Transfer (ICT) Permit Document Checklist

🛂 What is the Sweden Intra-Company Transfer (ICT) Permit?

The Sweden ICT permit (koncernintern förflyttning) allows non-EU/EEA managers, specialists, and trainees to be transferred from a group entity outside the EU to a Swedish branch or subsidiary within the same corporate group. Unlike standard work permits, the ICT route does not require a labour market test and is processed entirely through Migrationsverket's employer-led e-service making it one of the fastest pathways for multinational talent deployment to Sweden.

The employer registers the offer of employment via the Migrationsverket e-service, a relevant Swedish trade union provides a statement, and the employee then applies online via an email link. Once approved, the employee collects their residence permit card from the Swedish embassy or consulate in their country of residence before entering Sweden.

Critical highest rejection risk Required must be submitted Conditional depends on your situation

🏢 Employer Documents Migrationsverket E-service

Employer progress
0 / 7

These documents are registered or submitted by your Swedish entity when creating the offer of employment in the Migrationsverket e-service. Complete these before the employee begins their own application.

Offer of Employment (Migrationsverket E-service / Form 232011)
Critical Jobbatical prepares
Submitted by
Swedish host entity or authorised representative via Migrationsverket e-service
Access requires
Swedish e-identification (BankID or equivalent) and the employee's email address
Must include
Role/position, salary (minimum SEK 29,680/month verify current threshold annually), employment start and end date, Swedish host entity details, work location in Sweden
Format
Online only via Migrationsverket e-service; if e-service is unavailable, use Form 232011 (available in Swedish and English) submitted directly to the relevant trade union
Common issue
Incomplete or mismatched salary/role data between the offer of employment and supporting documents Migrationsverket flags inconsistencies before accepting the case
Jobbatical registers the offer of employment in the Migrationsverket e-service on behalf of the Swedish host entity, ensuring all fields are complete and consistent before the trade union consultation step begins.

Intra-Group Corporate Relationship Documentation
Critical Jobbatical reviews
Must prove
Genuine, active corporate group relationship between the sending entity abroad and the Swedish host entity parent-subsidiary structure, shareholding documents, or corporate affiliation agreement
Format
Certified corporate documents; foreign-issued documents should be apostilled (if the issuing country is a Hague Convention signatory) and provided in Swedish or English
Recency
Commercial registry extracts should be no more than 3 months old at time of submission
Common rejection
Unable to clearly demonstrate the corporate group relationship Migrationsverket treats unclear structures as potential ICT workarounds and requests additional evidence or rejects the application
Translation
All documents not in Swedish or English must be accompanied by a certified Swedish or English translation
⚠ High rejection risk: Migrationsverket scrutinises intra-group relationships carefully. Contracts between unrelated entities, or relationships evidenced only by informal letters, are regularly challenged. Prepare full corporate structure documents not just a summary letter.
Jobbatical reviews all corporate structure documentation before submission and advises on which entity relationships satisfy Migrationsverket scrutiny for the ICT pathway.

Salary threshold
Minimum SEK 29,680/month gross (reviewed annually verify current figure with Migrationsverket before filing); salary must be at par with Swedish collective agreements or industry standards
Language
Contract must be in Swedish or English, or accompanied by a certified Swedish or English translation

Trade Union Statement (LO / TCO / SACO)
Critical Jobbatical coordinates
What it is
A formal statement from the Swedish trade union relevant to the employee's occupation, confirming that the terms of employment offered are at par with Swedish collective agreements or industry standards
How it works
After registering the offer of employment in the e-service, the employer selects the relevant trade union (LO, TCO, or SACO umbrella organisation); the union reviews the offer and sends its statement back via the e-service
Timeline
Trade unions typically respond within 10 business days; complex or borderline cases may take longer plan this step well before the intended start date
Common issue
Selecting the wrong trade union for the role; salary or terms below collective agreement levels prompting the union to request amendments; delays caused by missing union contact details in the e-service
If not using e-service
Send the offer of employment and the union statement form (Form 232011) directly to the relevant trade union; they will return the statement to you
⚠ Critical path item: The trade union statement must be obtained before Migrationsverket will process the ICT permit application. A delay at this step delays the entire timeline. Budget at least 10–15 business days for this stage.
Jobbatical identifies the correct trade union for the employee's role and manages the consultation step via the e-service to minimise delays.

Comprehensive Insurance Coverage Confirmation
Critical Jobbatical advises
Must cover
Health and medical care in Sweden; life insurance; occupational injury; pension coverage effective from Day 1 of employment
Provider
Either through the employer's group insurance plan or a separate policy; the employee must have or have applied for comprehensive health insurance before submitting the permit application
Validity rule
If the transfer is shorter than 1 year: insurance must cover the entire stay. If longer than 1 year: health insurance must be valid for the first 3 months (social security system access begins after that)
Common rejection
Travel insurance presented instead of health insurance; policy with high excess or geographic exclusions; insurance not valid from Day 1; missing repatriation coverage
Evidence required
Insurance certificate or confirmation letter stating coverage type, validity dates, and that it covers health and medical care in Sweden
⚠ 2026 note: Migrationsverket has been rejecting applications with insufficient insurance coverage details. Ensure the certificate explicitly lists each coverage type (health, life, occupational injury, pension) rather than using generic policy language.
Jobbatical verifies insurance compliance against Migrationsverket requirements before submission and advises on the minimum coverage needed for each transfer profile.

👤 Part 2 of 2 Employee Documents

After the employer completes the e-service step and Migrationsverket sends the employee a link, the employee submits their own online application. Once approved, the employee visits the Swedish embassy or consulate for biometrics and to collect their residence permit card.

Employee application & embassy stage
Employee progress
0 / 8
Valid Passport (Biometric No Extended/Stamped Passport)
Critical
Validity required
Must be valid for at least the duration of the transfer; ideally valid well beyond the permit end date to avoid renewal overlap issues
Biometric chip
Passport must contain a biometric chip; non-biometric passports are not accepted by Swedish embassies and consulates
⚠ Oct 2025 rule
From 1 October 2025, Sweden requires that passports be original no sticker extensions, no stamp extensions. A passport that has been physically extended (with an additional page, sticker, or endorsement stamp) is no longer accepted. The employee must obtain a new passport if their current one has been extended in any way
Copies needed
Scanned copies of all pages showing personal data, photograph, passport number, validity dates, and the machine-readable zone (MRZ) at the bottom of the identity page
Common rejection
Extended passport presented; passport expiry date too close to the transfer end date; non-biometric or older-format passport
⚠ New 2025 rule action required: If your employee's passport has been extended with a sticker or stamp (common in India, Pakistan, and some other countries), they must renew their passport before applying. This is a hard requirement from October 2025 and is one of the most overlooked rejection causes in 2026 Sweden applications.

Proof of 3+ Months' Continuous Employment with the Corporate Group
Critical
Who needs this
All categories: managers, specialists, and trainees must each demonstrate 3 months' continuous employment with the sending group entity outside the EU/EEA at the time of transfer
Must include
Payslips covering the 3-month period; employment letter on company letterhead confirming start date, role, and continuous employment status; employment contract from the sending entity
Employment contract fields
Employer's name and address outside the EEA; employee's name and address; employment start date; work location; role description; salary; job title (not required for trainees)
Language
Must be in Swedish or English, or accompanied by a certified translation
Common rejection
Break in employment even a single-month gap between roles in the same group can disqualify the transfer; employment in a different unrelated entity without group relationship evidence; documents signed only by the employee, not the employer
⚠ No gap tolerance: Migrationsverket requires the 3 months to be continuous and immediately preceding the transfer date. A gap caused by resignation, project contract end, or entity restructuring even brief can disqualify the entire application.

Professional Qualifications / University Degree (Managers & Specialists)
Critical Jobbatical reviews
Who needs this
Managers and specialists; trainees need an education certificate showing they are enrolled in or have completed a university-level programme relevant to their training in Sweden
Format
Original degree certificate and academic transcripts; if the role involves a regulated profession in Sweden (e.g. engineering, medicine, law), additional proof of professional qualification recognition may be required
Apostille / legalisation
Foreign degree certificates should be apostilled (Hague Convention countries) or legalised through the full diplomatic chain (non-Hague countries such as China and Pakistan); a certified English or Swedish translation is required if the degree is not in either language
Common rejection
Degree not apostilled; transcripts missing; professional experience letters not on company letterhead; regulated profession category requires additional recognition evidence that was not submitted
Jobbatical reviews qualification documents and advises on apostille requirements for the employee's issuing country before submission.

Language
Must be in Swedish or English, or accompanied by a certified translation

Note
Trainees must also provide an education certificate showing they hold or are pursuing a university-level qualification relevant to the training

Comprehensive Health Insurance Certificate
Critical
Coverage required
Full health and medical care in Sweden; repatriation coverage is strongly recommended and increasingly required by Migrationsverket reviewers in 2026
Validity rule
Transfers under 1 year: insurance must cover the entire stay. Transfers over 1 year: must be valid for at least the first 3 months; after that, the employee becomes eligible for Swedish social insurance
Must include
Policy number, insured person's name, coverage type, geographic scope (must include Sweden), start and end dates, and insurer name
Common rejection
Travel insurance submitted instead of health insurance; employer group insurance not confirmed in the employee's name; coverage gap between transfer stages; no repatriation coverage stated
Applied for vs. held
The employee must have taken out or applied for the insurance before submitting the permit application a letter confirming the application has been made is accepted if the full policy document is not yet available
⚠ 2026 enforcement note: Migrationsverket has increased scrutiny of insurance certificates in 2026 and is rejecting applications where the certificate does not explicitly confirm medical care and repatriation coverage in Sweden. Generic travel or group insurance summaries are insufficient.

Proof of Self-Support Capacity (Försörjningskrav)
Required
What it shows
That the employment offered enables the employee to support themselves (and any family members coming to Sweden) without reliance on public funds
Threshold (2026)
Approximately SEK 9,450/month after housing costs for a single person; adjusted for additional family members (approximately SEK 8,520/person for couples and per additional adult equivalent)
Evidence
The employment contract with the stated salary (SEK 29,680+/month) typically satisfies this requirement if housing costs are reasonable; Migrationsverket may also request the employee's bank statements or the employer's salary payment confirmation
Note
For ICT transfers with salary at or above the minimum threshold, this is usually not a standalone rejection cause but it must be addressed if the trade union statement raises any salary concerns

Biometric Passport Photographs (Embassy / Consulate Stage)
Required
When needed
At the Swedish embassy or consulate when the employee presents their passport and permit decision to have their photograph and fingerprints taken for the residence permit card
Note on biometrics
If the employee requires a visa to travel to Sweden, they must visit the embassy/consulate as soon as possible to have biometrics taken (photographs and fingerprints). If visa-free, the employee can enter Sweden on a copy of the decision but must book a biometrics appointment promptly after arrival
Card production time
The residence permit card takes up to 4 weeks to produce and deliver to the embassy or consulate after the decision is issued plan this into your start-date calculation
Common issue
Failing to book a biometrics appointment promptly after arrival; not having the original passport at the embassy visit; attempting to enter Sweden without the residence permit card when a visa is required

Family Member Documents (Dependants Applying Simultaneously)
Conditional
Who qualifies
Spouse / cohabiting partner (registered or common-law); unmarried children under 18; family members can also receive a residence permit for the same period as the ICT holder, and spouses may apply for their own work authorisation
Required documents
Passport copies for each family member (all pages with personal data, MRZ, and any existing permits); marriage or registration certificate; proof of cohabitation (for unmarried partners); birth certificates for children; consent from the other custodian if the custodian is not accompanying; adoption papers if applicable; power of attorney if you are the legal representative
Translation
All documents not in Swedish or English must be translated by an authorised public translator; both original copy and translation must be enclosed
Timing tip
File family member applications simultaneously with the main ICT application waiting until after the main permit decision is approved adds unnecessary weeks to the relocation timeline
Work rights
Family members joining the ICT holder in Sweden can apply for work permits; spouses typically receive work authorisation for the same duration as the ICT permit
Jobbatical coordinates family reunification applications alongside the main ICT case to avoid unnecessary delays in the relocation timeline.
