Moving an employee to Barcelona: the Catalan steps HR must plan

Not for most standard Barcelona moves. The slow steps are administrative: the Generalitat's work decision, the padró and the Policía Nacional fingerprint slot. A lawyer registered with the Col·legi de l'Advocacia de Barcelona is worth hiring when the Serveis Territorials or the Delegación del Gobierno turns down an application and the company wants to file a recurs de reposició or take the case to the Barcelona courts.

For an initial employee work permit in Barcelona, the Serveis Territorials of the Generalitat de Catalunya's Departament d'Empresa i Treball decide the work side, and the State decides residence. Only the employer can submit the AUT01a application, online through Canal Empresa or at the Empresa i Treball citizen office in Barcelona. Hires on the UGE route follow the national track instead.

In Barcelona, the Policía Nacional takes TIE fingerprints, mainly at its office on Rambla de Guipúscoa 74. Slots come from the government's ICP booking site, where the employee selects province Barcelona, and the first free date can be at a station elsewhere in the province, such as L'Hospitalet de Llobregat or Badalona.

Joining the Barcelona padró starts with an Oficina d'Atenció Ciutadana appointment, which the city never gives for the same day, or applies through the city's online Oficina Virtual. They need identity documents and a current rental contract of at least three months, or the owner's authorisation. Foreign residents must renew or confirm the registration periodically.

Only if the contract runs for at least three months. Barcelona City Council accepts a current lease of that length, so a serviced flat booked for a few weeks will not work. Since 1 January 2026, Catalan temporary leases must also state and prove their purpose, which your company should document when it signs.

Once they are registered with Social Security and on the padró, an employee in Barcelona can request the CatSalut Targeta Sanitària Individual online or at the CAP assigned to their address. They need a padró certificate issued within the last three months, and CatSalut posts the card to their home free of charge.

A Barcelona resident's IRPF combines the state rates with Catalonia's regional scale, which under Decret llei 5/2025 has eight brackets and tops out at 25.5% on taxable income above €175,000. Catalan marginal rates are among the highest in Spain, so an offer that works in another region may net less in Barcelona. Confirm individual cases with a tax adviser.
