Non-EU/EEA/Swiss nationals who have lived in the Netherlands for 5 consecutive years with a valid non-temporary residence permit (e.g., HSM, Blue Card, family), not absent for more than 6 consecutive months or 10 months total. Requires A2 civic integration (or exemption) and sufficient, stable income. Study permits count 50%; temporary permits (e.g., search year) don’t count.
