How Many Documents Do You Need for a Sponsor Licence?

Most organisations must send a minimum of four documents (or four combinations of documents) with a sponsor licence application. Your four are drawn from three sources:

  • Mandatory documents for your organisation type: Charities, franchisees, start-ups, and regulated bodies (Appendix A Section 2).
  • Mandatory documents for your route: for example, Skilled Worker job information or a Global Business Mobility qualifying link (Section 3).
  • Supporting documents to top up to four: HMRC registration, accounts, bank statements, insurance, or premises proof (Section 4).

You may need more than four if your organisation and route both carry mandatory documents. You may need fewer or none if you are a public body, local council, or other exempt organisation. Skilled Worker and Minister of Religion applicants must also send extra information about the organisation and the jobs to be filled, on top of the four.


Appendix A: The Official Sponsor Licence Document List (2026)

"Appendix A" is the Home Office's official list of supporting documents you must provide with a Worker or Temporary Worker sponsor licence application. Every document in this guide maps back to it, so knowing the structure helps you assemble the right evidence the first time.

What are the Mandatory Documents for Sponsor License by Organisation Type

These are compulsory when they apply to you. Miss one and the application is rejected as invalid.

  • Charities: Proof of charitable status, usually a Charity Commission, OSCR, or CCNI online check against your registration number. No document is needed if the names match.
  • Franchisees: The franchise agreement, signed by both franchisee and franchisor.
  • Start-ups (trading under 18 months): Your most recent fully itemised statement from a UK bank or building society regulated by the PRA and FCA.
  • Regulated organisations: Evidence of registration with your regulator. For adult social care sponsoring care workers (code 6135) or senior care workers (code 6136) in England, an active CQC registration number is mandatory.

Route-Specific Mandatory Documents

Each route adds its own required evidence on top of Section 2.

  • Skilled Worker: Information about your organisation and the jobs you intend to fill, including a hierarchy chart and vacancy details. This is required in addition to the four documents.
  • Global Business Mobility routes: Proof of a qualifying link to an overseas business, such as a share register, audited accounts, or a certified corporate-structure agreement.
  • Seasonal Worker: Your Defra endorsement letter.
  • Minister of Religion or Religious Worker: Proof of charitable status plus evidence you are an eligible religious organisation.

What are the Supporting Documents to Reach the Minimum Four?

Choose from these to top up to four when Sections 2 and 3 do not get you there.

  • HMRC registration: PAYE, Corporation Tax, or VAT registration. VAT can be an online check against your registration number.
  • Financial evidence: Most recent audited annual report or annual accounts. An online Companies House check is accepted where the information is free to view.
  • Banking: Corporate or business bank statements, or a bank letter setting out its dealings with you.
  • Miscellaneous: Employer's liability insurance of at least £5m from an FCA-authorised insurer, proof of premises ownership or a signed lease, or evidence of recent trading such as client invoices.

Which Organisations Exempt from the Minimum-Four Rule?

Some bodies do not need four documents, and often need none at all.

  • Public bodies and government departments listed on GOV.UK or the devolved-nation directories, confirmed by online check.
  • Local councils listed on an official council-finder.
  • LSE Main Market companies  provide your reference number.
  • Scale-up route sponsors  provide the reference numbers specified in the Scale-up guidance.

Personnel Documentation: Authorising Officer and Key Contact

Your key personnel must be genuine, contactable, and authorised to make immigration decisions. This maps to the information you provide in the online application rather than a single uploaded file.

Identity and right to work

Proof of Right to Work Submit evidence of the individual's right to work in the UK, such as a British or Irish passport, proof of Indefinite Leave to Remain (ILR) or settled status, or a current visa that permits employment.

Your Key Contact must be available throughout the application. The Home Office emails the Key Contact (and sometimes the Authorising Officer) for any further documents, and gives just 5 working days to respond.

Financial documents show the Home Office your business is real and operating.

Bank statement requirements

Exigence Détail
Format Submit official bank or building society statements that are fully itemised and display the financial institution's logo. Screenshots are not accepted.
Coverage Start-up businesses should provide their most recent bank statement. The account must be held with a UK bank or building society regulated by the Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA).
Contenu Statements should show regular business trading activity that is consistent with the information provided elsewhere in the sponsor licence application.

Bank statements can satisfy Section 2.3 (start-ups) or Section 4.3 (general banking evidence). A bank letter setting out its dealings with you can stand in for, or supplement, a statement.


Premises and Physical Presence

Evidence of a genuine UK operating base sits under Section 4.5 as a supporting document.

  • Proof of premises: Land Registry title documents for owned premises, or a lease agreement signed by all parties.
  • Insurance: Employer's liability cover of at least £5m from an FCA-authorised insurer.
  • Operational proof: Recent client invoices or contracts that show active trading from the premises.

Document Format and Quality Standards

Format errors cause rejections that have nothing to do with your eligibility. Get these right.

Technical requirements

File Names Use descriptive file names with 25 characters or fewer. Avoid accented letters, spaces where possible, and special characters.
Document Quality Ensure documents are clear and fully legible. Scan in black and white or greyscale where possible to reduce file size without affecting readability.
Submission Window Submit all supporting documents within 5 working days of completing the online sponsor licence application.

When translation is needed

Any document not in English or Welsh must be accompanied by a certified translation. Unlike some older guidance suggests, the Home Office does not mandate membership of a specific translation body. The translator or translation company must confirm in writing on the translation:

  • that it is a true and accurate translation of the original document;
  • the date of the translation;
  • the full name and contact details of the translator or a company representative.

Certified copies

You do not normally post documents, but if asked, the certifier must be independent of your organisation; for example, a solicitor, notary, chartered legal executive, or (for financial documents) a chartered accountant. They must write "Certified to be a true copy of the original seen by me," then sign, date, print their name, and add their occupation, address, and telephone number.

How Document Rejection and Resubmission Works

If a mandatory Section 2 or 3 document is missing, incomplete, or in the wrong format within 5 working days, the application is invalid. The Home Office rejects it without assessment and refunds the fee you must reapply from scratch.

If a non-mandatory document (such as a Section 4 item) is missing, the caseworker emails you and gives 5 working days to supply it. Miss that window and the application is refused, with no refund. A refusal can bar you from reapplying for at least six months, so treat every caseworker request as urgent.
